Job Description:
The Senior Technical Lead will oversee ASG’s multi-team, outcome-driven DevSecOps delivery for the client's decommissioning, integration, and development owning technical strategy, architecture, quality, and reliability across an AWS-hosted, open-source-forward ecosystem with daily, zero-downtime releases.
What You Will Do:
- Technical Ownership & Leadership
- Serves as the overall technical authority across up to 20 Agile teams; set coding, testing, security, SRE, and release standards to achieve frequent, small-batch deployments to AWS with zero downtime.
- Champions open-source/platform-agnostic tooling and standardization across Dev/Test and CI/CD stacks.
- Architecture & Modernization
- Guides decomposition of monoliths into microservices on Amazon EKS, API-first patterns, and 12-Factor/cloud-native practices; ensure high-quality, secure software with automated testing and coverage.
- Oversees data and code migration plans; lead application decommissioning and integration, including redesign of CI/CD and shift-left security.
- DevSecOps & SRE Excellence
- Maintains a releasable state, enforces automated quality gates, and drives continuous integration/automated testing to reduce human error and accelerate cycle time.
- Establishes/monitors KPPs, SLIs/SLOs, and MTTR; leads on-call production readiness, incident response, root-cause, and resiliency improvements.
- Security & Compliance Leadership
- Embeds shift-left and zero-trust across identity/devices/network/data/app workloads; ensures RMF/FISMA alignment and mitigation of critical/high/medium vulnerabilities.
- Oversees Section 508 testing artifacts in release readiness and ensures accessibility deliverables are maintained.
- Observability & Platform Operations
- Leads monitoring/logging/alerting strategy; ensures real-time performance visibility and enterprise-grade telemetry across applications and dev infrastructure.
- Backlog & Cadence Governance
- Partners with aligned mission group to align delivery to system roadmaps, release backlogs, reliability/usage metrics (Maestro Jira + Confluence); maintains daily deployment cadence.
- Collaboration & Integration
- Coordinates with government, multiple vendors, UXD/BA/SM ops teams; unifies disparate work into a coherent operational baseline and continuous delivery environment.
- Data & EDMO/OPQ Support
- Ensures data governance, reference data integrity, and business-process/data-mapping best practices; supports application strategy, planning and partner engagements.
- Quality & Documentation
- Maintains architecture, schema, CI/CD, 508, and Release Readiness artifacts; runs QMS/QASP practices and share test assets.

Requirements
What We Need:
- Bachelor’s degree in Computer Science, Engineering, or Mathematics.
- Minimum 7 years of experience, with a minimum of 6 years specialized in relevant technical domains (DevSecOps/Cloud/Software).
- Demonstrated leadership across multi-team Agile programs delivering to AWS with CI/CD microservices.
- Technical depth:
- AWS: EKS, RDS, API Gateway, Systems Manager (SSM), Well-Architected; familiarity with Kendra, Comprehend, Lex for ML/NLP integrations.
- CI/CD & IaC: Jenkins/GitHub, Maven/Nexus, Terraform, Docker/Kubernetes, Vault; strong Git workflows and release governance.
- Java & JVM stack: Java/Spring, Hibernate, Tomcat; API-first design with Swagger/OpenAPI; JavaScript/Node/React for full-stack collaboration.
- Observability: CloudWatch/New Relic, ELK (Elasticsearch/Kibana/Logstash), Splunk.
- Data & streaming: PostgreSQL; Kafka/Zookeeper; familiarity with Spark/Databricks a plus for analytics.
- Quality & testing: JUnit, Cypress/Selenium/Cucumber, SonarQube; JMeter/Artillery for performance.
- Security: Fortify/Checkmarx (SAST), Tenable/Anchore/Twistlock (container & vuln mgmt), BouncyCastle (FIPS), Zero-Trust practices.
- Process/ways-of-working: Scrum/Kanban at scale; Maestro Jira and Confluence; 12-Factor, cloud-native, SRE.
- Communication & stakeholder leadership: Proven ability to coordinate across government/product/UX/ops vendors; lead incident comms and executive readouts.
- Executive-level communication; clear briefing of tradeoffs/risks; crisp incident communications.
- Coaching/mentoring across teams; builds a strong collaboration culture in a multi-vendor environment.
- Support outside normal duty hour rotations as required by TDD management.
Certifications (strongly preferred)
- AWS Certified Solutions Architect (Associate/Professional) or DevOps Engineer – Professional.
- Kubernetes (CKA/CKAD), HashiCorp Terraform Associate.
- Security: CISSP, CCSP, or equivalent; plus FedRAMP/RMF familiarity aligned with DHS/USCIS policy.
Clearance
Ability to meet the DHS/USCIS suitability.

- Minimum 10 years technical leadership on large federal Agile programs; prior USCIS/DHS experience.
- Hands-on ML/NLP solutioning with Kendra/Comprehend/Lex, and integration patterns for AI-assisted adjudication workflows.
- Experience consolidating case management capabilities and executing legacy decommissioning at scale.
- Deep SRE practice (SLI/SLO/error budgets), capacity planning, on-call rotations, and MTTR improvements.
