Virtual Chief Information Officer (vCIO) to provide executive-level IT leadership, governance, and strategic oversight under the City of Adelanto s
Managed IT Services Information Technology Consultant Support contract.
The vCIO will act as the City s senior technology advisor, responsible for defining the IT strategic plan, cybersecurity posture, cloud adoption roadmap, and technology investment priorities. This position partners directly with the City Council, City Manager, and departmental leadership to ensure IT initiatives align with municipal goals, compliance standards, and long-term digital transformation efforts.
Key Responsibilities:
- Strategic Planning & Governance: Develop and maintain the City s multi-year IT Strategic Plan and annual Technology Roadmap. Chair quarterly IT Steering Committee meetings; review KPIs, service reports, and performance dashboards. Present executive-level briefings to City Council and senior leadership.
- Cybersecurity & Risk Management: Oversee enterprise security posture, policy enforcement, and compliance with NIST, ISO 27001, and CIS Controls. Direct risk assessments, vendor audits, and incident response preparedness. Ensure adherence to CJIS, HIPAA, and California data privacy standards.
- Cloud & Business Continuity: Lead the City s cloud adoption strategy for Microsoft 365, AWS, and hybrid environments. Oversee business continuity and disaster recovery planning, ensuring recovery objectives meet operational needs.
- Financial & Budget Oversight: Prepare and manage the annual IT operating and capital budgets. Monitor expenditures, evaluate technology investments, and identify cost optimization opportunities while maintaining service quality.
- Vendor & Contract Management: Evaluate, negotiate, and monitor vendor contracts for managed services, network security, and hosting solutions. Track SLA performance metrics and ensure timely corrective actions.
- Innovation & Advisory: Advise on emerging technologies that enhance public service delivery, data security, and operational efficiency. Promote innovation through smart city solutions, digital transformation, and cloud modernization initiatives.
- Leadership & Communication: Serve as trusted advisor to City leadership, ensuring transparent communication regarding IT priorities, risks, and outcomes. Mentor IT personnel and managed service staff, fostering a culture of accountability and collaboration.
Mandatory Qualifications & Experience - Virtual Chief Information Officer (vCIO)
M1.
Experience: Minimum of
10 years in IT leadership, including
5+ years in a vCIO, CIO, or equivalent strategic executive role within the public sector or a municipal environment.
M2.
Strategic & Technical Expertise: Demonstrated ability to lead enterprise-level IT planning, governance, cybersecurity, and cloud modernization initiatives. Proven experience with technology budgeting, compliance management, and business continuity planning.
M3.
Certifications: Possession of at least one of the following
mandatory certifications CISSP, CISM, PMP, or ITIL Expert.
M4.
Communication & Leadership: Exceptional communication, presentation, and stakeholder management skills. Ability to influence decision-making at the executive and council level.
M5.
Education: Bachelor s degree in Information Technology, Computer Science, Business Administration, or related field.
M6.
Government Experience: Demonstrated understanding of municipal IT operations, governance models, and compliance with California state and local technology policies.
Preferred Qualifications - Virtual Chief Information Officer (vCIO)

Advanced Degree: Master s degree in Information Systems, Business Administration (MBA), or Public Administration (MPA) preferred.

Industry Expertise: Experience advising City or County governments on IT modernization, cloud migration, or digital transformation initiatives.

Certifications: Additional credentials such as AWS Certified Solutions Architect, CGEIT, or COBIT 2019 are advantageous.

Professional Attributes: Strategic thinker with a proactive, results-driven mindset; ability to balance technical, financial, and policy considerations in municipal environments.

Availability: Flexible to attend City Council meetings and emergency briefings onsite in Adelanto, CA, as required.
