The Network Administrator provides first-level technical support and maintenance for the City’s network infrastructure, ensuring stable and secure connectivity across all municipal departments, facilities, and public safety networks. This position assists a Senior and Network engineer with daily monitoring, troubleshooting, and configuration of network systems under the guidance of senior IT staff.
We are seeking a dedicated and detail-oriented Network Administrator with strong foundational knowledge in enterprise networking and a proactive approach to maintaining secure and reliable connectivity across city operations. The ideal candidate will demonstrate experience supporting and configuring switches, routers, wireless access points, and firewalls in a multi-site environment. They will possess strong troubleshooting and documentation skills, work effectively within a team-oriented IT environment, and show initiative in learning and applying new technologies to improve network performance and resilience.

Panel Interview
Strategy & Planning
- Perform network design and capacity planning.
- Develop, implement and maintain policies, procedures and associated training plans for network resource administration, appropriate use, and disaster recovery.
- Establish service level agreements with end users.
Acquisition & Deployment
- Interact and negotiate with vendors, outsourcers, and contractors to secure network products and services.
- Conduct research on network products, services, protocols, and standards in support of network procurement and development efforts.
Operational Management
- Manage security solutions, including firewall, anti-virus, and intrusion detection systems.
- Manage all network hardware and equipment, including routers, switches, hubs, and UPSs.
- Ensure network connectivity of all workstations.
- Administer all equipment, hardware and software upgrades.
- Practice network asset management, including maintenance of network component inventory and related documentation and technical specifications information.
- Administer and maintain end user accounts, permissions, and access rights.
- Perform server and security audits.
- Perform system backups and recovery.
- Monitor and test network performance and provide network performance statistics and reports.
- Recommend, schedule, and perform network improvements, upgrades, and repairs.
- Manage and/or provide guidance to junior members of the team.
- Formal Education/Knowledge: Work requires knowledge of a specific vocational, administrative, or technical nature which may be obtained with a two-year associate's degree, diploma or equivalent from a college, technical, business, vocational, or correspondence school. Appropriate certification may be awarded upon satisfactory completion of advanced study or training.
- Experience: Minimum two years of experience in a related field.
- Certifications and Other Requirements: Valid Driver’s License. Ability to meet the criminal background regulations mandated by the FBI CJIS Security Policy. Ability to complete the ITIL Certification within 1 year from the date of hire.
- Reading: Work requires the ability to read technical instructions, technical specifications, trade magazines, responses to RFPs/RFQs, planning documents, policies/procedures, and documents generated by staff at a high level of comprehension.
- Math: Work requires the ability to perform math calculations such as addition, subtraction, multiplication, division and algebra that require calculations and formulas.
- Writing: Work requires the ability to write interoffice memos, creation of process and procedural documentation, user manuals, staff presentations, issue papers, planning documents, and requests for proposals at a high level. Many assignments require translation of technical terms.
- Managerial: Job has no responsibility for the direction or supervision of others but may provide advice/direction to an employee with less experience/skill or tenure.

Within 30 Days — Objective: Orientation & Relationship Building
- Become familiar with the City’s network topology, key systems, and infrastructure components including switches, routers, firewalls, wireless access points, and VPN solutions.
- Review IT policies, cybersecurity standards, and change management processes.
- Meet with IT team members, department contacts, and vendors to understand current workflows, service expectations, and escalation paths.
- Gain an understanding of how network operations support public safety, city services, and administrative departments.

Within 60 Days — Objective: Assess Network Health and Security Posture
- Perform an initial review of network monitoring tools, dashboards, and alerting systems.
- Verify network device configurations are documented and current.
- Work with the Senior engineer to document network gaps and develop initial remediation recommendations.
Within 6 Months — Objective: Strengthen Network Reliability and Monitoring
- Participate in routine patching, firmware updates, and backup verifications for network hardware.
- Develop or refine network diagrams, IP address management documentation, and port assignments.
Within 12 Months — Objective: Lead a Network Improvement Project
- Plan and implement a small-scale network upgrade or optimization project under guidance (e.g., access switch replacement, wireless expansion, or VPN optimization).
- Document configuration changes, rollback plans, and lessons learned.
- Present project results and recommendations to the IT team and management.
Objective: Establish Long-Term Network Documentation and Lifecycle Plan
- Complete comprehensive documentation of the City’s network infrastructure including topology maps, device inventories, and configuration baselines.
- Recommend areas for automation, modernization, or improved resilience based on lessons learned during the first year.
