Position Summary
The Chief Technology Officer’s (CTO) role is to align the College's technology vision with its business strategy by overseeing the streamlined, stable, and innovative operation of the College's IT infrastructure.
Reporting to the Chief Information Officer (CIO), the CTO is a key member of the IT leadership team responsible for developing, implementing, and managing all technology infrastructure initiatives. This individual will plan, coordinate, direct, and design the operational activities of core technology departments, including networks, systems, cloud computing, and campus support.
The CTO will provide direction and support for IT solutions that enhance mission-critical academic and administrative operations, ensuring alignment with the goals of an innovative community college.
The work schedule for this position is flexible and will include working evenings and weekends.
Duties & Responsibilities
- Participates as a key member of the IT leadership team in the governance and strategic planning of the College’s technology architecture
- Leads strategic and tactical technological planning for infrastructure and operations by overseeing system design, guiding project management efforts, prioritizing technology initiatives, and coordinating the evaluation and deployment of current and future technologies
- Formulates and deploys long-term strategic plans for acquiring and enabling efficient, secure, and cost-effective information processing and communication technologies, including modern cloud and networking solutions, and establishes technology standards consistent with the College’s overall architectural design
- Formulates and deploys long-term strategic plans for acquiring and enabling efficient, secure, and cost-effective information processing technologies and information systems and establishes technology standards aligned with the College’s architectural design
- Participates in the development and execution of an enterprise-wide disaster recovery and business continuity plan for all critical systems
- Authorizes and oversees the deployment, monitoring, maintenance, and support of all hardware and software across core infrastructure environments, including networks and inter-campus connectivity, modern networking architectures, systems, cloud platforms, and telecommunications
- Directs research on emerging technology solutions, stays current with industry developments, and collaborates with IT leadership to evaluate and integrate technologies that support institutional needs and new initiatives
- Evaluates technical changes to existing systems and manages the assessment, implementation, and lifecycle oversight of new systems to ensure compatibility, stability, and alignment with institutional technology standards
- Contributes to the planning and administration of budgets for technology infrastructure and operations and ensures resources are allocated effectively and responsibly
- Benchmarks and analyzes IT infrastructure and systems, prepares detailed reports, recommends targeted improvements, and defines metrics, KPIs, and service-level standards to support reliable and scalable operations
- Develops and implements IT policies and procedures, ensuring alignment with institutional standards, regulatory requirements, and industry best practices, and leads the department in adopting and maintaining current IT standards and practices
- Directs the negotiation, administration, and compliance of vendor, outsourcer, and consultant contracts and service agreements related to infrastructure and operations
- Manages IT staffing for assigned departments, including recruitment, supervision, scheduling, professional development, evaluation, and disciplinary actions
- Performs all other duties and responsibilities as assigned or directed by the supervisor
Job Requirements/Qualifications
- Bachelor’s degree in Computer Science, Information Systems, Business Administration, Management Information Systems (MIS), Information Technology, or a closely related field and
- Five to eight years of progressively responsible, professional-level experience managing and/or directing complex IT infrastructure and operations environments required, preferably in a higher education setting and
- Three plus years of supervisory experience
or
- An equivalent combination of certification, education, and experience sufficient to successfully perform the essential duties of the job such as those listed above
Preferred:
- Master’s degree in Computer Science, Information Systems, Information Technology, Management Information Systems (MIS), Business Administration with a technology emphasis, or a closely related field
- Eight plus years of related experience
- CISSP (Certified Information Systems Security Professional) certification
- Advanced Cisco certifications (e.g., CCNP, CCIE) or equivalent networking certifications
Knowledge, Skills and Abilities
- Knowledge of IT infrastructure strategic planning and development, project management methodologies, and policy development
- Knowledge of modern infrastructure technologies, including cloud computing (IaaS, IPaaS, PaaS, SaaS), virtualization platforms, and enterprise storage; experience with Amazon Web Services (AWS) is a plus
- Knowledge of modern networking principles and technologies (e.g., SD-WAN, cloud networking, advanced wireless) and core networking protocols and standards
- Knowledge of systems design and development, from business requirements analysis through implementation and ongoing management
- Knowledge of applicable laws and regulations related to IT, security, and data privacy (e.g., FERPA, GLBA, HIPAA)
- Knowledge of human resource management principles, practices, and procedures
- Skill in leading teams within a collaborative, team-oriented environment
- Skill in written, oral, and interpersonal communication
- Skill in customer service and maintaining a strong service orientation
- Skill in analytical thinking, evaluation, and problem-solving
- Ability to articulate complex technology concepts to both technical and non-technical audiences using clear, business-friendly language
- Ability to effectively prioritize and execute tasks in a high-pressure environment
- Ability to demonstrate innovation, forward-thinking, and self-motivation in a dynamic technology landscape
Physical Requirements:
Environment: Work is performed primarily in a standard office environment with staff contact and frequent interruptions.
Physical: Primary functions require sufficient physical ability and mobility to work in an standard office setting; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and twist; to lift, carry, push, and/or pull moderate (up to 50 pounds) amounts of weight; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; may be required to travel to other locations using various modes of private and commercial transportation; and to verbally communicate to exchange information.
Vision: Ability to see in the normal visual range with or without correction.
Hearing: Ability to hear in the normal audio range with or without correction.
