Responsible to engineer, recommend, procure, test and integrate network intrusion detection systems or specific network elements (sensors) on networks that service the USAF and other government agencies. Specifically, deploy and provide engineering support for our defense-in-depth network security systems at over 50 locations worldwide. These systems distribute perishable signals in support of mission critical systems. Provide on-going life-cycle and operations maintenance cyber-security engineering support for mission critical telecommunications systems, command and telemetry networks and other special communications venues supporting the USAF and other government agencies.
2019 : Present
Arion Systems, Inc.
CyberSecurity Engineer
Work as the lead engineer on the design, deployment and on-going support for network timing and synchronization. I have the responsibility to provide the mechanisms that distribute precision clock and synchronize time and coordinate time distribution in many secure, diverse telecommunications and command and telemetry networks. Specify, deploy and provide engineering support to Building Integrated Timing Supply (BITS) systems in over forty-five locations, distributing accurate, precise clocking signals. Provide engineering support to three major network timeserver hubs that provide Network Time Protocol (NTP) services to over 40 different networks serving over 30,000 users. Also perform duties as a secure communications network engineer working with equipment such as the KIV7M, the KG-340 and the KG-530.
2011 : 2019
Arion Systems, Inc.
Network Engineer for Timing & Synchronization
Worked as a systems engineer on the design and deployment of network timing and synchronization elements. Oversaw the completion and delivery of as-built network drawings for six sites. Duties included reviewing network design documents and procuring quotes and submitting purchase orders for customer approval.
• Ensured engineering and lab materials were on-order and being delivered in a timely fashion by following up with supply chain vendors.
2010 : 2011
Raytheon
Network Timing Engineer
Provided engineering support for the Korea PATRIOT Comms IPT team, the Intelligence and Information Systems business unit of Raytheon and the JLENS team. Various duties in these assignments included facility design and layout, material purchasing, document review and verification and process standardization.
• Successfully managed the design and layout of 2 test facilities and PATRIOT communications integration kits which supported the Patriot Engagement Control Station and other elements of the system.
• Ensured engineering and lab materials were on-order and being delivered in a timely fashion by following up with supply chain vendors.
• Acknowledged by department manager for attention to detail and quick turnaround on work supporting the Army’s Integrated Battlefield Control System (IBCS).
• Cross referenced system specification IDs from an older revision to a newer publication.
• Specifically selected for assignment with Raytheon’s Intelligence and Information Systems based on demonstrated expertise in satellite communications, inflatable radomes and large antenna construction efforts
2008 : 2010

About
Current CISSP; Secure telecommunications maintenance & operations professional with >20 years of experience. Expertise in systems and network engineering, satellite communications, land mobile radio and network timing and synchronization: time & frequency (T&F). I have created & analyzed link-budgets for: SATCOM & Microwave links, radio (HF/VHF/UHF/SHF) and fiber optic links, coaxial (RF) and/or serial cable runs. I use test gear to test new network elements and to troubleshoot existing & legacy circuits. Test equipment includes:
Digital storage oscilloscopes (DSO) Phase-noise test probes Universal frequency counters
Function/Waveform generators Fiber power meter sets Digital & analog multi-meters
Spectrum analyzers Digital Lightwave gear Bit Error Rate (BER) Test Sets
On occasion, I can build coaxial (RF) cables, serial data-comm cables, Ethernet cables and fiber optic cables as required.
I have built primary Network Time Protocol (NTP) Servers capable of Telco Stratum-1 accuracy. These servers are built on the Raspberry-Pi platform (Linux) and serve “NTP Stratum-1” time packets. They include a civilian GPS receiver, which supplies two key outputs: NMEA GPS messages for coarse Time-of-Day (ToD) information and one-pulse-per-second (1-PPS) output for improved accuracy, precision & synch
I produce and analyze Allen-Deviation (ADEV), Time Deviation (TDEV) and Single-Sideband (SSB) Phase Noise plots. ADEV tables/plots provide fundamental oscillator performance metrics.
I am very familiar with and have hands-on knowledge of service affecting issues in complex telecommunications systems; issues that are natural (e.g. lightning) or man-made (e.g. running up a generator) and cause errors in communication. Issues such as: latency, delay, jitter, noise, asymmetric paths, RF near fields and multi-path interference, antenna side-lobe susceptibilities, poor bonding and grounding, etc...
