Overarching Lead Information System Security Manager (ISSM) for the entire PEO SUB's portfolio. Direct oversight of the development and management of three task books totaling 8.3 M between three performers. Responsible for strategic direction for the development of all PEO SUBS new and legacy RMF accreditations. Established innovative agreements with senior leaders in SEAOOI to resolve a major organizational accreditation issues utilizing reciprocity. Worked across multiple organizations such as the Navy Cross Domain Solutions Office (NCDSO), Strategic Systems Program (SSP), Office of Naval Intelligence (ONI), COMSUBPAC, COMSUBLANT, and N2N6 to anticipate future issues. Responsible for leading overall daily cyber security efforts of a group of seven PMS425 program office direct reports. Performs at the senior level to define, direct and implement a new strategic cyber security strategy for all of PEO Submarines. Formulated, coordinated and presented a “state of the program” brief (Cyber Road Show) to Senior Executives, and O-8 and below military leadership. Recognized and established additional resourcing with new cyber security workforce performers to amplify and support PMS 425I.

Supervisory Information Technology Specialist
Lead senior adviser providing authoritative guidance to decision makers and senior leaders in Strategic System Programs (SSP) Nuclear Weapons Surety (NWS) Division. Defines and implements strategic direction for vital cyber security issues that impact all of SSP’s NWS information technology systems and services. Positively impacts the cyber security posture of existing operational, tactical, and research, development, test and evaluation (RDT&E) projects within the NWS portfolio by engaging industry partners to close capability gaps and address emerging cyber security threats. Leads overarching teams with disparate members from multiple agencies and disciplines across the Navy NWS enterprise to generate clear guidance, standards, policies and best practices for cyber security. Coordinates with the Strategic Weapon Facility (SWF) personnel, Navy Warfare Center partners, personnel from other NWS branches and contract industry partners to empower collaboration and the sharing of ideas to address complex issues facing the division such as the transition to the Risk Management Framework (RMF), the implementation of the CYBERSAFE initiative, classification guide updates, and the accreditation of tactical and operational systems. Accurately represents division’s priorities to internal and external customers, and ensures proper technical cyber security rigor is integrated into new and existing products and services. Coordinates with NWS branch members and contract support personnel to address the cyber security aspects of an ongoing Threat Assessment, the results of which will be used to drive RDT&E efforts.

Group Lead for a team of eight Information Assurance (IA) professionals in H21, Maritime Systems Development Branch. Supervised all of the IA technical and administrative operations for the Maritime Warfare Control Systems (H20) Division. Served as H20 Chief Information Officer (CIO), the H21 Information Systems Security Officer (ISSO) and is a Fully Qualified Navy Validator (FQNV #i1300). As Validator, successfully performed Annual Security Reviews for the NSWC Dahlgren base managed classified Research Development Test and Evaluation (RDT&E) network. Responsible for all of the tactical and site based accreditation efforts for over 50 IA accreditation efforts spanning multiple NAVSEA Program Offices division wide. As the IA Group Lead, supervised programs that encompassed the AN/SQQ89, Computer Aided Dead Reckoning Tracer (CADRT), Vertical Launch System (VLS), Littoral Combat Ship (LCS), Northern Border Integration Demonstration (NBID) and Naval Systems Engineering Resource Center (NSERC) major programs. Supervised the acquisition, development, integration efforts for an H21 Cybersecurity IA Lab from hardware acquisition to disposal through the use of a highly configurable virtual environment. Led the Certification and Accreditation (C&A) efforts for the Vertical Launching System and the A33 Branch's Rapid Integration Group. Coordinated the development of over twenty IA accreditation packages (both Platform IT and DIACAP) and the supporting policies, plans and guidance for the cyber security posture of VLS systems installed at test sites such as Dahlgren, White Sands Missile Range, Pacific Missile Range Facility as well as tactical shipboard installations disparate levels of cybersecurity requirements. Served as the Subject Matter Expert (SME) supporting the Contract Officer Representative (COR) for a branch IA/IT.

Information Assurance Group Lead
Worked with the Rapid Integration Team, K94 at NSWC Dahlgren. Led the development and integration efforts for a leading edge wireless mobile solution, integrating and developing the capability to shape wireless traffic through an XML provisioned PacketShaper appliance. Served as the principal networking and security engineer for the Naval Expeditionary Overwatch (NEO), Gunslinger, Full Spectrum Effects Platform (FSEP) and Wolfpack programs. Developed, designed and integrated a wireless networking and packet prioritization solution for use within the NEO program's network architecture and enclave. This design allowed a ground station to relay network traffic through an Unmanned Aerial Vehicle (UAV) to an Unmanned Surface Vehicle (USV) to enable extended range and potentially counter a small vessel threat. Was the technical expert responsible for advising the government on the acquisition of the best IT components to integrate into the NEO system. Researched, conducted market analysis and advised the government on the best solution to solve the program's technical needs. Led the integration efforts for the development of a leading edge wireless mobile solution, integrating and developing the capability to shape wireless traffic through an XML provisioned PacketShaper appliance.
