Experience:
Serves as an SAP Cyber Security Subject Matter Expert as the Government’s point of contact and to provide knowledge, techniques, and expertise in the specific subject area as it relates to Cyber security and applicability to the SAP community. Has extensive working knowledge of Risk Management Framework, to include all guides, directives, and manuals. Mastery knowledge of the Joint Special Access Program (SAP) Implementation Guide (JSIG) and how it is applied and implemented within the SAP community. Provides expert technical support, research and analysis of exceptionally complex problems, and processes relating to them. Provides technical direction, interpretation and alternatives to complex problems and applies advanced technical principles, theories, and concepts. Consistently contributes to the development of new principles, concepts, and methodologies while working on unusually complex technical problems and providing highly innovative and ingenious solutions. Recommends cybersecurity software tools and assists in the development of software tool requirements and selection criteria to include development of product specific STIGs from applicable regulations. Consistently evaluates IS threats and vulnerabilities to determine whether additional safeguards are required. Advises the Government concerning impact levels for Confidentiality, Integrity, and Availability for the information on a system. Evaluates security assessment documentation and provides written recommendations for the Information System Owner (ISO), Information Data Owner (IDO), Program Security Officer (PSO), and the Delegated and/or Authorizing Official (DAO/AO). Consistently evaluates and assesses authorization boundaries and proposes any changes that could enhance the security posture of the Authorization boundaries. Ensures that the government organization is implementing and executing cyber security in accordance with the DoD Acquisition strategy.

Serves as a workforce data analyst to provide a focal point for Command Information Technology Program. Establishes the coordination of the external IT efforts with a variety of military agencies that are both, local and worldwide for the purpose of maintaining a capable and committed military workforce at the Command. Researches trends and patterns in recruitment and retention to develop a progressive and proactive program by providing departmental analytical analysis based on goals set by the Command. Responsible for using qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of recruitment processes, staffing requirements, etc. Conducts studies, analyzes findings and makes recommendations when providing staffing data analyses and reports. Responsible for chairing assigned segments by developing group procedures, clarifying and communicating the committee’s objectives, keeping members on track and agreeing on definitive outcomes. Provides information to the Command as determined from previously mentioned data analysis so that professional practice models can be adjusted as necessary before forwarding to the command. Maintains data on the program tracks and reports on applicant volume, cost, and resolution of problems to the leadership.

Conducts liaison with Theater Commands, inter-agencies and USSOCOM to meet JSOC plans, policy, and exercise objectives; to formulate budget and resources objectives; to inform Commanders; and to enhance interoperability. Develops, coordinates, and implements all matters of special operations plans, policy, exercises, and strategy as they relate to the Joint Special Operations Command in the SOUTHCOM Area of Responsibility (AOR) while working with interagency working groups, National agencies, DOD agencies, U.S. intelligence agencies, and other commands. Works as a team builder to foster consistent interpretation among JSOC personnel, its associated agencies, and directorates of pertinent plans, policy and exercises. This includes briefings, meetings, internal memorandums and other written communication. Provides advice and recommendations to senior leaders, distinguished visitors, and other dignitaries on sensitive national plans, policies, and doctrine and how they relate to joint missions. Performs as the JSOC subject matter expert for operational missions, plans, and policies, which affect national security and Southern operations.
• Extensive special operations experience, including in-depth, first-hand experience, involving special mission unit activities. Knowledge and experience with joint military operations to include special operations conducted in joint, combined, and inter-agency environments. Contacts include the following : general officers, military officials, senior executive service civilians, civilians, foreign nationals, and SOF personnel. These contacts are from various organizations such as the National Security Council, Department of Defense, Department of State, Department of Justice, JCS, USSOCOM, other national agencies, unified commands, SOF personnel located worldwide, within the command, throughout DOD, other US Government agencies, and foreign officials.
