IMMEDIATE VACANCIES:
Permanent Full-Time - This vacancy is located in the Enforcement Division of Department of Liquor Control. This division conducts inspections and investigations of licensed establishments to enforce liquor laws, prevent violations, and promote responsible business practices.
Temporary Full-Time - This vacancy is located in the Licensing and Permits Division of the Department of Liquor Control. This division is responsible for processing liquor license applications, issuing permits, and ensuring compliance with state and county liquor laws through administrative oversight.
Serves in a trainee capacity receiving orientation and training in the principles and practices, methods, and techniques of inspection and investigation relative to the issuance, transfer, and renewal of liquor licenses and permits or the enforcement of the liquor laws, rules and regulations within the County of Maui; and performs other related duties as required.
Distinguishing Characteristics
This class differs from the Liquor Control Officer I in that the Liquor Control Officer Trainee receives orientation and training in the principles and practices, methods, and techniques of inspection and investigation relative to the issuance, transfer, and renewal of liquor licenses and permits or to the enforcement of the liquor laws, rules and regulations within the County of Maui, whereas the Liquor Control Officer I performs inspectional tasks and investigative tasks relative to the enforcement of the laws, rules and regulations governing the manufacture, importation and sale of liquor within the County of Maui.
Examples of Duties
The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position.
Receives orientation and training in the liquor laws, rules and regulations of the State of Hawaii and the County of Maui, and the principles, practices, methods, and techniques of performing inspections and investigations, under direct supervision, checks for liquor law violations such as serving liquor to minors, to persons under the influence of liquor, or to persons known by the licensee to be addicted to the excessive use of liquor; assists in conducting investigations of apparent or suspected liquor violations which may involve the examination of business records and books, the interviewing of witnesses and principal parties, and the seizure of evidence; may prepare reports on finding and cite pertinent provisions of laws or rules violated; may operate as a member of a team on special assignments such as stake outs or surveillance of trouble spots; and performs other related duties as required.
Minimum Qualification Requirements
Training and Experience: A combination of education and experience substantially equivalent to graduation from high school and two years of experience in meeting and dealing with people, one of which shall have involved the examination, enforcement, interpretation and/or application of laws, ordinances, rules and regulations, and/or policies and procedures.
License Requirement: Possession of a valid motor vehicle operator's license (Type 3).
Knowledge of: basic inspectional and investigative procedures and techniques; report writing; standard methods used by business establishments for keeping records; functions and jurisdictions of other enforcement agencies.
Ability to: interpret and explain laws, rules and regulations; meet and deal effectively with a wide variety of people and elicit necessary information; gather, verify and evaluate facts and evidence; prepare clear and concise reports.

The above examination is being given on an open-competitive basis to establish an eligible list which shall be effective for not more than one year unless extended by the Director of Personnel Services.
