Position Overview:
The Office of the Under Secretary of Defense for Acquisition & Sustainment (OUSD(A&S)) is seeking a Program Analyst to serve as a strategic advisor and operations officer within our Executive Operations team. This role directly supports the principal advisor to the Secretary of Defense on matters regarding the acquisition and sustainment of capabilities for our Warfighters.
You will serve as a recognized authority, leading complex initiatives and solving mission-critical problems. In this capacity, you will translate strategic goals into operational plans and provide the analysis senior leadership relies on to drive efficiency and effectiveness across the A&S enterprise.
What You'll Do:
- Drive Strategic Execution: Develop, manage, and measure OUSD(A&S)-wide strategic goals. You will create and track the execution plans that turn the Under Secretary's vision into reality.
- Serve as a Strategic Advisor: Directly support and advise the Director of Executive Operations. Your analysis will inform high-stakes decisions on organizational management, governance, and policy that impact department-wide business operations.
- Lead Complex Projects: Define, manage, and integrate the efforts of multiple teams to ensure the successful execution of A&S programs. You will take ownership of processes and products that have a long-term impact on our mission.
- Solve Critical Challenges: Identify organizational impediments to success and develop innovative strategies to overcome them. Lead ad hoc studies on organizational structure, resources, and functions to enhance performance.
- Communicate with Impact: Prepare and present high-level briefings for senior leadership. You will be responsible for translating complex analytical findings into clear, concise, and actionable information to resolve controversial issues and align diverse viewpoints.
Required Skills & Qualifications:
- Active TS/SCI Security Clearance: This is a mandatory requirement for this position.
- Expertise in Acquisition & Sustainment (A&S): Deep knowledge of A&S principles, methodologies, and best practices within the DoD.
- Strategic & Analytical Acumen: Demonstrated experience evaluating the effectiveness of complex programs on a quantitative and qualitative basis. Ability to analyze and solve broad, mission-critical organizational issues.
- Executive-Level Communication: Proven ability to gather and synthesize complex information and communicate it effectively to senior leaders and diverse stakeholders.
- Decision Support: Knowledge of decision support theories and tools used to identify, evaluate, and recommend courses of action for decision-makers.
- Leadership & Influence: Experience leading, guiding, and integrating the efforts of multiple teams and stakeholders to achieve organizational goals.
Preferred Specialized Skills:
- Data Analysis & Visualization Tools: Proficiency with analytical software such as Python, SAS, Tableau, or DoD-specific platforms like Advana and Pulse.
- Executive Operations Experience: Background in administrative support systems and procedures, including FOIA, records management, and directives.
- OSD or Joint Staff Experience: Previous experience working within the Office of the Secretary of Defense, the Joint Staff, or a similar high-level strategic environment.
Conditions of Employment:
- Security Clearance: Must possess and maintain a Top Secret/SCI clearance.
- Drug Testing: This is a drug testing designated position.
- Acquisition Certification: Must obtain a Program Management - Practitioner - Level 2 certification within 60 months of appointment.
- Service Agreement: A written agreement to remain in Federal service for at least three years is required.
- Travel: Minimal travel may be required (<10%).
- Telework: Situational telework is available at the discretion of the supervisor.
- Compensation: This position is an NH-III pay band, equivalent to the GS-13 grade level.
