JOB SUMMARY:
The Head, Issue Management reports to the Deputy CEO, Assurance and is responsible for ensuring that all issues arising from internal control reviews, internal and external audits (including IT and Cybersecurity reviews), regulatory examinations and related assurance functions across the three (3) lines of defense in the bank are logged on the issue management applications and effectively tracked for remediation within the approved timelines.
The role requires strong organization and coordination competencies, reporting and analytical skills, attention to details, follow through capability and effective engagement with relevant stakeholders within and outside the bank (e.g. regulators and external auditors) to achieve set objectives.
ESSENTIAL FUNCTIONS & ACCOUNTABILITIES
- Ensure the central tracker for all Internal Control reviews and audit findings, issues and deficiencies from external audit and regulatory examinations are effectively maintained and managed.
- Ensure the completeness and accuracy of all issues logged on the Issue management system as per the originating report.
- Ensure all issues logged are supported with the risk rating, the root cause analysis, the required corrective actions, the responsible person and target resolution/remediation date.
- Track remediation milestones, deliverables, and dependencies and escalate risks of slippage promptly.
- Ensure that all issues remediated are promptly reviewed and validated for closure by the issue originator/auditor and supported with relevant artifacts/documentation.
- Ensure that revision to issue remediation date is supported with relevant approval as per the bank’s policy.
- Prepare and render Weekly and Monthly Issue Remediation Progress Report to Senior and Executive Management.
- Coordinate with Senior management and line executives and risk partners to ensure accountability for timely remediation of issues.
- Review and challenge issues remediation plans to ensure they meet regulatory and internal standards, with sustainable solutions.
- Drive accountability across issue owners, line managers and senior management, ensuring timely closure of issues and credible commitments to regulators.
- Develop and enhance governance, policies, and procedures to support effective issue management in the bank.
- Mentor, train and provide effective support to the Issue Management staff.
- Ensure that the Issue Management application is working properly and escalating issues as required to the Issue Owners and their line mangers/executive management in line with the escalation rules in the issue Management policy.
- Liaise with the Issue Management System Vendor to ensure that all reported system issues and complaints are promptly resolved.
- Provide periodic Issue management Reports and Dashboard with appropriate Trend Analysis to the Governance Committees and regulators as may be required.
- Provide training and relevant awareness sessions on the Issue Management process in the bank to employees periodically.
- Provide support in using the Issues database in the bank to conduct relevant risk assessment, staff training and development plans.
- Attend to any ad hoc tasks as may be assigned by the Deputy CEO, Assurance for the achievement of the deliverables and responsibilities of the Issue management Department.
MINIMUM QUALIFICATIONS:
- Experience: Minimum 7 - 10 years in Internal Audit & Control, Compliance, Risk Management or Regulatory Change Management at a U.S. bank or foreign banking organization.
- Demonstrated ability to manage both regulatory-driven issues and internal/emerging risk issues. Prior involvement with MRAs, Consent Orders, or regulatory exams strongly preferred.
- Familiarity with OCC Heightened Standards and risk governance frameworks.
- Strong project management and reporting skills; experience with issue-tracking systems desirable.
- Strong organizational, analytical, and reporting skills.
- Excellent oral, writing and documentation skills suitable for regulatory and Board reporting.
- Excellent use of excel and power point presentation for Board and Management reports.
- Bachelor’s degree required (preferably in Accounting, Finance, Business Administration and Law); advanced degree (MBA, JD, or Master’s in Risk/Compliance) and professional certification like ACAMs and CPA will be an advantage.
